Venus is debilitated, combust, or in a dusthana
Venus is the karaka of Lakshmi herself. A weak Venus, even with the 9th lord otherwise strong, prevents the yoga from delivering material grace, wealth comes hard or partially.
Condition 3
The 2nd or 11th house has malefic afflictions
Lakshmi promises wealth that flows. Mars or Rahu in the 2nd or 11th obstructs the wealth channel even when the formation is otherwise intact.

The Moon is severely afflicted
